Road Traffic Licensing Regulations (StVZO) § 63a
bicycles and bicycle trailers
(1) A bicycle is a vehicle with at least two wheels that is propelled solely by the power of people sitting on it, either by pedals or by hand cranks.
(2) This also includes a bicycle that has an electric assist. This electric assist has a motor that has no more than 0.25 kW of power. The assistance decreases the faster the bicycle goes. When the bicycle reaches 25 km/h or the rider stops pedaling or cranking, the electric assist stops. It is also OK if the bicycle has an assist that allows it to go up to 6 km/h without the rider having to pedal or crank at the same time. This is called a starting or pushing assist.
(3) Bicycles and bicycle trailers may only be used on public roads if they comply with the rules of this Regulation, the official notices thereon and the technical standards in force at the time of their manufacture.
